Under the Somali ‘New Deal Compact’ of September 2013, the Federal Government of Somalia has established a Government Flagship Program in partnership with the World Bank to build core public sector capacities.
Project Development Objective (PDO)
The project development objective is to strengthen the staffing and institutional capacity of selected line ministries and central agencies to perform core government functions.
The project focuses on 4 main components and will adopt a phased and flexible approach with the objective to gradually increase the number of beneficiary ministries. The project components aim at:
- Component 1: Supporting the recruitment and placement of a small number of highly qualified civil servants and advisors;
- Component 2: Strengthening the government’s framework for civil service management;
- Component 3: Strengthening policy management, coordination and monitoring capabilities at the center of government;
- Component 4: Project management and coordination
The primary beneficiaries are the institutions of the Federal Government and the Puntland State Government performing core government functions.
A Steering Committee is responsible for providing strategic and policy guidance for the overall flagship program as well as the project including, endorsement and/or revisions of the program framework, management and implementation arrangements, and results framework. It will review plans and budgets and oversee individual component implementation committees and receive regular progress reports by implementation committees. It will also monitor the overall performance of the project, and discuss progress, impediments and required changes.
The Steering Committee at the federal government level will be chaired by the Prime Minster to ensure Government commitment to achieve project objectives. Its membership will include the Ministers of Finance, Planning, Labor and Social Affairs, Chair of National Civil Service Commission, a senior representative from the Office of the President and a representative of civil society knowledgeable in public sector reform.
A Project Coordination Unit (PCU) under the lead of the Prime Minister’s Office ensures the management and execution of any procurement processes in line with applicable rules, provide the smooth implementation and support the beneficiary institutions, and facilitate timely and adequate compliance with World Bank’s reporting requirements.
The National Civil Service Commission (NCSC) is responsible for the Day-to-day management of the Capacity Injection Mechanism (CIM) and manages recruitment, placement and contracting of CIM recruits. A subcommittee will ensure that the CIM is responsive to the needs of government. To that end, the Board will review, advise, and approve as appropriate the short list provided by the Civil Service Commission on recruitment.
